Sheffield Wednesday Confronts a 'Significant Problem', Declares New Football Authority

'Our role is integral to football's future' - football oversight chief the new chairman

The Championship club's current difficulties constitute a "significant problem" and the independent regulator is aiming to acquire authority to examine team situations in similar circumstances, the newly appointed chairman the regulator has stated.

Through a comprehensive talk, the regulator, who was named to the position this week, voiced concern towards supporters of the Owls.

The regulator engaged with four supporters' associations representing the Championship side in recent days.

The team have been experiencing difficulties in multiple areas in 2025, with the club delaying salary disbursements on several different times, including in the autumn.

"Clearly Sheffield Wednesday has been a significant problem for EFL and a substantial concern for English football," the chairman stated.

"The club represents one of the historic institutions for the English game and recently we have met fan representatives.

"Our aim is to acquire the ability... which will enable us to take Wednesday and comparable cases submitted for our review if they need to be investigated and acted upon."

Financial Struggles and Ownership Situation

The team's struggling chairman Dejphon Chansiri suggested earlier this year he would be prepared to relinquish control at their home ground, but he has not been able to secure a deal with potential new owners.

Missed wage deadlines on time in March and May caused limitations by the football authorities in June, blocking the team from conducting any transfers or loans for the following recruitment periods, although that restriction was lifted in late summer.

Authority's Position

Kogan said: "The job [of the regulator] is there for the supporters of Wednesday, other clubs in similar situations where people are committed to a local institution that has represented their community in numerous instances.

"I fully appreciate Sheffield Wednesday, as I do for each organization that over recent decades have faced collapse, or nearly ceased operations, for causes separate from the fans themselves."

Inquired if the authority might compel an owner to sell a club if they are considered unfit, the chairman responded: "If your question is 'would we intervene in the final instance?', the answer is once we gather the evidence and comprehend the circumstances, we will."

But the regulator clarified that requiring chairmen to relinquish clubs would be considered the final option and the oversight body would choose to work with them.

"The last thing what we want to do is commence engagement with an specific team, an specific proprietor, without being in a position to cooperate with that chairman to fix the problems affecting the organization and the chairman's encountering," Kogan said.

"But the truth is, when you look back over the history of the game, over the past few decades there have been particular chairmen, a small minority, but particular people who have shown negligence in the approach they have taken toward their teams and eventually refuse to accept accountability for the coming years."

'Mistakes could erase significant advances'

Kogan met with delegates from multiple organizations to detail the scope of the authority recently and maintained it represented a "forward-thinking discussion" with a "significant participation" from the grassroots to elite level.

"The role holds considerable importance, because should mistakes occur, if the sport makes errors, the extraordinary progress that's been made necessary will vanish incredibly quickly," Kogan said.

"Such an outcome is universally undesirable in the terms of English football is a substantial accomplishment - we must maintain momentum.

"There's an enormous amount of money entering the sport and has come into football for the recent generations, because certainty is lacking it will continue to come into football, which is part of the rationale behind I think we have to adopt a precise perspective on risk and of course, of the immediate future."

Elite Division Worries

Top flight officials resisted the establishment of an oversight body because of apprehensions regarding adverse consequences on the top-flight's competitiveness, but the chairman responded: "I completely endorse the success and growth as an commercial operation of the top division.

"I of all people understand the apprehension regarding damaging the Premier League as a premium product of the nation. But simultaneously, if you consult with top flight officials after this week's discussion, they would have had a significant degree of comfort -and, actually, they have been telling us in private they have a considerable comfort."

Political Connections

Kogan is still facing a "full inquiry" by the Commissioner for Public Appointments after he disclosed making donations to the political party in 2020.

The official contributed funds to Culture Secretary the politician's campaign, along with that of the now Prime Minister Sir Keir Starmer.

"I've been completely open about my past party membership [with Labour], and that party membership ceased the day the official body endorsed my nomination," the regulator explained.

"I currently have no participation in any sort of politics."
