Senate Republicans Back Trump's Call to Overhaul Obamacare

US lawmakers are working through the weekend for the initial time since the federal closure began over a month ago, but expectations for a cross-party deal on how to end the standoff appeared to recede as GOP senators proposed a plan unacceptable to Democrats: scrapping the Affordable Care Act, called Obamacare.

Deepening Consequences of Government Shutdown

The effect on Americans from the longest closure of the US government in history worsened on Saturday, as government employees went without pay, airlines were compelled to ground planes and Supplemental Nutrition Assistance Program benefits have been postponed for 42 million Americans.

President's Proposal from Florida Resort

As weekend meeting got started, Republican senators embraced a proposal made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for subsidies to be substituted by HSA-style accounts.

"My recommendation is to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.

Republican Support

Multiple Republican senators welcomed the proposal, which is comparable with a alternative for Obamacare proposed in 2017.

"We're going to replace this broken system with something that is actually better for the consumer," one senator said.

Another senator commended Trump's proposal on social media, and stood next to a large print of Trump's post as he addressed on the Senate floor.

"I'm writing the bill right now," a third senator wrote in reply to Trump's proposal. "We must stop public funds from going to carriers and instead give it directly to Americans in health savings accounts and let them buy the health care they want."

Opposition Response

Opposition lawmakers shared alarmed responses to Trump's proposal.

"Essentially, Donald Trump's 'concept of a plan' for health care is another cynical attempt to repeal Obamacare," one Democratic senator commented. "It's the same unsuccessful Republican plan that's been defeated by the public and Congress."

Another senator reacted to the censure of insurance companies by posting: "Well, Trump and the Republicans dislike how the big, bad insurance companies are ripping-off Americans. Seriously? Then I welcome your support for universal healthcare."

Continuing Negotiations

The Senate adjourned without reaching a resolution, but Senate Republican leaders have indicated an openness to an developing plan from a small group of moderate Democrats to end the shutdown in exchange for a later vote on the ACA payments.

One Democratic senator, who is spearheading the talks among moderates, said that Democrats "require another path forward" after Republicans turned down an proposal to reopen the government and extend the payments for a year.

Another senior Democratic senator continued in arguing that Republicans should accept a 12-month continuation of the payments before negotiating the future of the tax credits.

"Inaction is derelict because people will go into debt, people will lose insurance, people will get more ill," the senator said in a Senate address. "That's what will happen if this Congress does nothing."

Political Dynamics

Not one of the Republican senators seemed to grapple with the fact that patients would still need to buy plans from the same carriers, or that Republican legislators need the support of several Democrats to reopen the government, and the idea of eliminating and replacing Obamacare with savings accounts is unlikely to earn a solitary Democratic vote.

Some observers suggested that the core of such a plan would eliminate the ACA's requirement that insurance companies cover patients with existing health issues.

After his resort visit, Trump returned to his residence and reiterated on his insistence that Republicans stop seeking compromise and try instead to eliminate and replace Obamacare with a version of the proposal that failed to secure enough backing in 2017.
